Ethan Abner has experience in policy research, development, and communications at the local and federal levels. He is a Long Range Planner in Boulder County’s Community Planning & Permitting Department, where he works to ensure Boulder County’s Comprehensive Plan and Land Use Code balance community interests and effectively guide development in the County. Currently, he is leading the County’s review of its Short-Term and Vacation Rental regulations. Before joining Boulder County, Ethan worked with the U.S. Forest Service and served as a legislative advisor for the Department of Defense and former Congressman Tom Rooney.

Erik Abrahamson is a senior vice president with CBRE and has been involved in nearly $1 billion of transactions since joining CBRE. Erik was instrumental in CBRE’s expansion in Boulder. Erik brings a technical background in engineering, commercial property development, acquisition and dispositions to his agency brokerage role. Erik is recognized as an expert in life science and office/flex real estate within the Boulder / Northwest Denver commercial real estate community. He has been involved in some of the region’s largest Life Science transactions, and his client list includes Beacon Capital Partners, Clarion Partners, TriTower Financial Group, Steelwave, Graham Street and other institutional level owners in the greater Boulder/Denver region. In 2020, Erik was involved in one of Boulder’s largest transactions, TriTower’s renewal of Pfizer at 3200 Walnut in Boulder, a 150,000-square-foot life-science facility in the heart of Boulder.

Jeff Brasel is the planning and building director for the city of Lafayette. He leads a team of dedicated employees seeking to plan, build and foster an inclusive community to meet the needs of a diverse population. Jeff is focused on bringing innovation to the department’s business practices and in how it serves the community’s needs. The city recently adopted a new comprehensive plan which was awarded a Colorado Chapter of the American Planning Association Honor Award for a general planning project. On the heels of the comprehensive plan, the city is embarking on the first comprehensive rewrite of the city’s development code in over 30 years. Jeff has more than 20 years of planning experience along the Front Range at various levels of city leadership. Jeff has been with the city of Lafayette for two years. Previous to this, he was in charge of the city and county of Denver’s Neighborhood projects team which was responsible for citywide development coordination of Denver’s most impactful large scale redevelopment projects. Jeff has a Master’s Degree in Regional and City Planning from the University of Oklahoma.

Scott Caldwell

Dan Cohen

For nearly three decades, Dan has pursued his passion for great urban environments by working on planning, investment, and development in major cities in the western U.S. He has primarily been responsible for the sourcing, structuring, entitlement, and development of large-scale dynamic mixed-use places in urban infill locations. As President of AC Development, Dan leads the company’s day-to-day operations, development execution, and project visioning. Dan has previously led his own real estate company, Urban DNA. He also held positions as Senior Vice President for McWhinney, a Colorado-based developer, and Vice President for Catellus/Prologis, a national Fortune 500 REIT where he contributed to the renowned Mission Bay project in San Francisco. Dan holds two undergraduate degrees from the University of California, Berkeley, and a Master in City Planning from M.I.T.

Andrew Freeman graduated from the University of Denver in 1987. Raised in Chicago, he returned from Denver to begin his real estate career with Corporate Realty Advisors, a leading industrial real estate firm specializing in industrial brokerage in the O’Hare Airport Market.  In 1990, Freeman returned to Colorado to join the Denver office of Grubb and Ellis. For the next decade, he honed his skills as a highly successful real estate broker focused on industrial real estate in the Denver/Boulder market. In 2000, Freeman established his own company. Drawing on the expertise he gained from his brokerage career, he has consistently uncovered extraordinary investment opportunities based on his in-depth knowledge of the greater Denver and Chicago markets. Freeman’s first acquisition was a vacant 20,000-square-foot industrial-flex property in Boulder. Understanding there was a very limited supply of competing properties in the market, he placed the property under contract and negotiated a five-year lease with Lockheed Martin Corp. within only 45 days. Now, nearly 20 years later, the property remains 100% leased to Lockheed Martin as part of the Freeman portfolio. Since his first acquisition, Freeman has steadily built a solid industrial real estate portfolio in Colorado and Illinois.

Throughout this time, she volunteered for the Acequia Assistance Project and completed the Public Service Pledge. Additionally, she was a student attorney in the Natural Resources Law Clinic, where she provided legal assistance to clients regarding water rights matters. Megan earned an M.S. in Human Dimensions of Natural Resources at Colorado State University and published her research in the peer-reviewed journal Rangeland Ecology and Management. She also holds an Honors B.S. in Restaurant and Resort Management from Colorado State University.

Prior to joining the City of Boulder, Lisa has reviewed major land use and historic preservation development proposals at the City of Minneapolis, led public engagement efforts at the Denver Regional Council of Governments, and consulted on zoning code changes at Clarion Associates. She has a Master of Urban & Regional Planning degree from the University of Colorado Denver and a Bachelor of Arts degree in History from Colorado State University.

Kim Hutton

Kim has worked for the city of Boulder for the past 16 years in a variety of water resources-related roles. Her work at Boulder has included taking streamflow measurements, conducting water supply evaluations used in operational decisions and planning, overseeing water supply planning model development and presenting to City Council, advisory boards and community members. As water resources manager, Kim oversees the planning and operations of the municipal water supply. Kim has a B.A. in Chemistry and Environmental Studies from University of Colorado, Boulder and a M.S. in Environmental Engineering from University of California at Berkeley.

Adam Jokerst

Adam Jokerst is the Rocky Mountain regional director for WestWater Research and leads the Colorado office in Fort Collins. Adam brings over 15 years of experience in both the private and public sectors. He has overseen long-range water supply planning, water acquisition, water rights protection, and water conservation programs.  He has also led the development of large-scale dam and reservoir projects and underground storage projects, including acting as program manager for federal permitting processes. Prior to joining WestWater, he served as Deputy Director for Water Resources at the City of Greeley, where he led a multidisciplinary team that plans, develops, and operates water supplies serving 150,000 residents.  At WestWater, Adam assists clients to optimize water resource management and pursue and protect water rights through a variety of economic and engineering analyses.  Adam holds a B.S. in biological engineering from the University of Arkansas and an M.S. in civil engineering from Colorado State University and is a licensed professional engineer in Colorado. He is passionate about finding innovative solutions to solve complex water problems.

Ted Leighty serves as CEO of the Colorado Association of Home Builders.  He has been with CAHB since November of 2017.  He previously served as vice president of government affairs for the Colorado Association of Realtors, where he directed the public policy efforts of the association.  He also held the positions of director of government affairs and public policy manager for CAR.  Leighty also has served as an aide to members of both the Colorado General Assembly and the U.S. House of Representatives. He is a past member of the Littleton Historical Preservation Board. He also has supported, both financially and with his time, several civic and charitable organizations. He is the immediate past-chair of the Colorado Competitive Council, board member for the Colorado Real Estate Alliance and board member of HomeAid Colorado, and he is a past board member of the Denver Metro Chamber. Marcia Waters

Marcia Waters has been with the Colorado Division of Real Estate since August 2005. She started with the Division as a Criminal Investigator for the Real Estate Commission and was promoted to Chief Investigator in 2006. In 2007, she was promoted to the position of Investigations and Compliance Director. In that capacity, she managed the investigatory and settlement programs for the Division. On October 15, 2010, she was promoted to the position of Division Director. The Division of Real Estate licenses and regulates approximately 50,000 real estate professionals. Ms. Waters serves as the administrator for the Real Estate Commission, the Board of Real Estate Appraisers, the Board of Mortgage Loan Originators, and the HOA Information and Resource Center. Ms. Waters manages the Division’s $6.5 million budget, oversees a staff of approximately 50 full-time employees, and establishes the direction of Division programs based on market and industry trends.

Rob Zuccaro, AICP, has worked for the city of Louisville for six years and is currently serving as the Community Development Director, overseeing the Planning, Building, and Economic Vitality divisions.  After receiving his undergraduate degree in Environmental Biology from CU-Boulder, Rob joined the Peace Corps serving two years in Ghana teaching science and math.   After completing his Peace Corps service, Rob discovered the field of planning and returned to school where he received an MS in Community Planning from the University of Arizona.  While pursuing his graduate degree, Rob worked at the Sonoran Institute, contributing to public land management and conservation projects throughout Arizona.  Rob’s 20 years of experience in community planning has included working as a planning consultant in Albuquerque and positions with several municipalities in the Denver Metro area.  Rob is Colorado native and is passionate about anything his kids like to do and Key Lime Pie.
